The 9th U.S. Circuit Court of Appeals on Thursday temporarily blocked a federal judge's order that directed President Donald Trump to return control of National Guard troops to California after he deployed them in response to protests in Los Angeles over immigration raids.

Newsom lambasted Trump, calling him a President who “wants to be bound by no law or constitution, perpetuating a unified assault on American traditions.” And he repeated his assertion that Trump was “fanning the flames” in Los Angeles “on purpose.”

Democrat Gavin Newsom has not been afraid to square off against the president - but this confrontational strategy is not without political risk.
