Philadelphia's LOOP program gives tax breaks to long-time homeowners in gentrifying neighborhoods.

About 80,000 homeowners may be eligible for LOOP. Those who applied are to be notified by the end of March, if they qualify. Johnson's proposal will be debated in committee.

Loop It Up Savannah has expanded over the last year and is looking to up their annual campaign return to help fund the education programs.
